Eh... This table I think could not be more paranaense, because we have here Flávio Vicente, representing the senator Flávio Arnes. the deputy Nishimori and I, who is also maringain. It's a honor to be here. being able to sit on the side of the people so important, and I could not stop to thank the opportunity, the opportunity to talk, to leaders nikkeis to all international delegations that are here. I want to thank Leslie for the invitation and the initiative. Maringá is a city that I've been very young, my father is a farmer. I came from a very small city, went to the university in Maringá, and there I did my whole training, both professional and partidary. I built my life and I've been in Brasília. A Leslie invited me to talk about advocacy. It's a recent topic, a very recent topic, but a very important topic for our political action. It's complex that I speak of Advox, because I'm from the side of each board. Because I'm part of a cabinet, today I'm part of a coordination within a cabinet, but I want to bring here a personal story, my career professional journey, and also a vision of the Advox. Many professionals who go to Advox in some moment of their political trajectories were in the public structures, and so they know them well. When we talk about advocacy, The majority of people understand this term as a pressure made by leaders, by people who have the power of decision to build public policies. However, the advocacy technique has a much more complex construction. It's not just a pressure, it's a the relationship, the development of a strategic, structured and in accordance with each segment. It can be done in the legislative environment, as we are here. but also in the executive environment, with agencies and other entities. What we are living here in this moment is a form of advocacy. You are doing advocacy right now. The RIM Brasil has this characteristic. of building this union social, collective people with the same interests, the same pautas, and bring it together with the authorities. Do you see how it gives a lot of weight ... This collective construction takes the perception of a individual and a individual view, a unilateral, to a construction of social impact. And it's what the Advox has in its genes, in its nature, the need to see what impact will bring in the collective collective. I'm talking a little about my construction and my trajectory. I'm from Maringá, I'm a teacher in psychology, I'm a teacher in public policy, and I've always worked in the social and organization and planning. When I came to Brasília, eight years ago, I brought all the characteristics of research, I was académic, I brought this construction, and I came to the Federal Senate, to go to the Institute Data Senado. I don't know if anyone here knows. The Institute Data Senado, he does all the research that are of interest of the parliamentarians. a principle of the senators but also a bill of deputies and commissions So... as the most diverse pautas, I particularly, I was concerned with the social pautas, very much for the women, for the people with defiance, education, health, but there were there were economic studies, economic studies, of ideological impact, I always with a technical team, evaluating a methodological structure, so that the data were real, to subsidize the parliament. In this construction, I had the opportunity to deal with the more diverse cabinets. In a specific situation, the cabinet of the Senadora Ana Paula Lobato invited me to to develop a new coordination. Yeah. Who knows the structures of the Senate, knows that there are typical coordination. which is generally the legislative, the budgetary, the administrative, the communication, which is essential, and the cabinet of the Senadora Ana Paula Lobato, me challenged to build a coordination of planning and strategic issues. And then the correlation with the advocacy. I have a very close relationship with the demands that come to the Senadora and the demands that come to the cabinet and don't come to the other cash. So here involves a relationship close to the construction of pautas, of evaluation of public audience, of material, sometimes a interlocution with the executive in a relationship closer to some group, and the evaluation of this legitimation of this solicitation. It's interesting to evaluate that, of course, the gabinet has a a mandato de 8 anos, so the planning is not in the Genesis as we have said here, not in the gênesis of our occidental culture, but we have, within the structure of the coordination, a plan of medium and long-term planning, because we want to build a Brazil do futuro. Agora, como a gente prevê Imagine Brazil. from 10, 20, 30, 40, 50 years. We need to bring these pautas here and now. And I want to call attention to the parlance of the parliamentarian that were before me. I'm sorry, because I'm not a parlamentarian, I'm a technical. I come from the body that's behind the deputies, the senators, I do subsídio of material, of conducing, I do this base for that he can be positioned, for that he can build a evaluation. But when we observe the talk, we can see that there is a world of issues that permeate the parliamentarian? They're talking about the Master's case, about the NSS, about the 6x1, about the health, about the education. There are so many issues. So when we talk about Advox, there are several characteristics that we need to understand. the political translation. The timing of the political time, or is this week a good week for us to work on this topic? This topic, the parliamentary, is ready to, in this moment, in front of so many scandals and so many difficult situations that arise within the need of position of the parliamentarians, so that they can engage in this pauta that we have been working for so long, sometimes a work of a year, no time wrong not can go ahead. The priorization of the pauta and the technical basis. The basic technique is to evaluate the legislative process. how it works, all the development of a law, how he enters, how he passes through the commission, how he goes to the plenary, when he is approved in the House Iniciatry and in the House Revisory, when he goes to the promulgation. public. Inclusive, a minha dissertação de mestrado foi sobre isso, sobre se the feeling of belonging to public policies. Sometimes the executive builds a prairie, a prairie, a laborer, in the middle of a neighborhood. and, for some reason, the population not incorporate the Praça as well as they are. Why? Because sometimes there were other demands, sometimes the feeling of security doesn't gesta the possibility of the use of that praça. Sometimes that was not the fact that they needed, they needed of a quadra, of another activity. So when we invert this relationship, not those parliamentarians who imagine the public policies, but those parliamentarians represent the demands society. There is a advocacy. It's at this moment that you bring the pautas and within the cabinets, this is gestated in the best way possible. I brought and evaluated, in this time that I could reflect on this topic, five aspects that I think are very important for you as leaders, Nikkees. It's a question of of leadership leadership and civic leadership. It was what the deputado Van Hatten said. You being here already represent the position of new leaders. You are the new leaders. And this ascension of new leaders brings us reference of who to seek opinion to find information, to build a relationship. After that, leader of the post. concrete. how I can viability and evaluate my priority. If I have a project that comes from a area of cooperativism, from a area of commercial, from a need of business and empreendedorism, education, health, we need to fund this vision so that we can bring to the parliament, or the minister, or to any political leader that has the power of decision, this is a viable way. You can imagine, we received many meetings in the cabinet, the deputy said that he received leaderships from the morning before he came here, So, You imagine, the heads of the parliamentarians are breaking information and information all relevant. all pertinents and important. So, for us to be able to execute a policy that which also is important and also legítimo, we need to provide this viability. We can contribute to the process of politicization of social demands. Here I also brought the issue of institutional relationship. The White Foxx is not a single meeting. Sometimes we mark a meeting and say: "I have to leave my demand for a certain parliament, and he didn't hear me. Entendemos. It's important that we can build a relationship, that we can follow the commission, that we can follow the projects of tramitation, so that we can be involved in this process that impacts our request, impacts our request, that we are so expensive. as diverse pautas that can be created and developed in an advocacy process. other points relevant and fourth is the point between the values What we, as a culture niponic, this "sangue niponic" that comes to our veias, can bring to this construction? We can bring this niponic character to the public policy? And something that you have... - Do moment actual. and innovation We have seniors here. The Senate is known as a senior. While the Câmara has this characteristic of many demands, many deputies, many things are wonderful. When we go to the Senate, we need to sit and be able to build this public policy. There are some papers. within the politics. This way of policy that the Brazil has been built is so relevant and so important, because we have two houses that build together. So when we bring this innovation, we also bring a new vision. The people as people, the leaders that represent this advocacy, bring this construction also from a posturing innovative, to bring a new vision to the parliamentarians. So this is an immense difference. Resumindo, advocacy, a practice of advocacy is: choice. to produce techniques, data, evidence mapear os atores, os stakeholders who are the leaders that involve this process, so that we can understand how they age, understand how we can position them in these pautas. build a clear message, a clear project that can be developed, and finally, institutionalize the relationship, or our project in a way of instructional The REIM Brasil is a way to institutionalize relationships. Today we have a relationship with a entity created. This is a difference. Today we have a representation. When we think about a demand of young leaders, niquets, we know who to look for. We institutionalized a relationship. And here is my gratitude and conviction It's possible to make public policies effective, not any public policies, but effective, which will impact see we can unify the roots and the points. as raízes are people who need to be in the real world. need these public policies, and the Pontes, which are the leaders people who have power of decision. When we unite these two processes, we can build effective policies. I am at the disposal. I thank you for the opportunity, I thank you very much for the opportunity to speak here to this group. It's a honor. I believe that... I'm proud of all my ancestralities and this moment here, for me being able to talk to you. Thank you very much. I'll be at the disposal. Thank you.
