Eu acho que a gente pode, sim, trabalhar dentro do universo da concessão a partir de uma perspectiva de governança, de diálogo com as partes interessadas e com uma estrutura de regulação que permita atingir a ideia de desenvolvimento numa visão mais ampliada. Nós não podemos guardar a impressão de que concessão, privatização, não se privatiza os rios, se melhora o uso e se permite um uso mais adequado e mais equitável, equitativo, principalmente para as pessoas que lá estão ao seu redor.
