This reality reforça the need of permanent vigilance and strengthening the legal instruments and institutions that allow to the Brazilian state to face threats that transcend the domestic and domestic It also deserves attention to the possibility of operational connections between these foreign organizations and criminal criminal organizations which activities are not quite common of drugs and weapons the exploration of illegal markets and the system of violence. present patterns of similar actions and potentially complementar. the convergence of methods and interests between these groups contributes for the increase in insecurity. in certain regions and increases the risk the public and the institutional stability. The legislative initiative in analysis will be included in this effort to strengthen the institutional tools, to fight against transnational threats, contributing to the capacity of Brazil to act in a coordinated way. with international partners in combat organizations that operate beyond the state borders. and that represent concrete risks to the national security.
