O primeiro diz respeito a um aspecto topográfico. O projeto insere o artigo 43A, que é o artigo situando a norma no capítulo 1 das disposições gerais do título 3, das medidas de proteção quando a da natureza da matéria disciplinada qual seja a criação de sistema específico de notificação de indícios de violência patrimonial contra pessoas idosas configura tipicamente medida específica de proteção E não disposição geral sobre o tema. Como o Estatuto já possui o capítulo próprio para tais medidas, propomos emenda que reposiciona o dispositivo a ser incluído como artigo 45A. 45A. A segunda questão é mais nitidamente material. O texto impõe obrigações e sanções uniformes a entidades sujeitas a regimes regulatórios distintos, o que pode gerar conflitos de competência, risco de dupla punição e insegurança jurídica. A emenda que propomos busca sanar essas questões ao atribuir ao poder público a coordenação do sistema, prevendo colaboração das entidades conforme regulamentação setorial e oferecendo ao mesmo tempo parâmetros para quais sejam os indícios de violência patrimonial passíveis de notificação a serem especificadas em regulamento.
