Diretor do Departamento de Planejamento e Outorgas de Geração de Energia Elétrica - Ministério de Minas e Energia - MME
Thank you. Thank you. Thank you. Good morning everyone. President of the committee, to the deputado Joaquim Passarino, to the deputado Danilo Forte, who made the request. We are here... just to be able to discuss these important issues that were put on the Board. Good morning also to the members present here, to the other members of the Commission of Minas and Energia. to all associations and institutions present and all those who follow the Commission here. And I hope I would like to introduce the president My name is André Perin, I'm currently servidor of career, analista of infrastructure, I'm a leader of expansion of generation. I am currently as a substitute director of the Department of Planning and Outorgance of Giração We, from the Department of Planejamento and Autógrafs of Geração, worked on the construction of the Leilão since 2023. We have worked. especially in conjunction with other areas of the ministry, but we have a condom in the department, mainly, to conduct this process and coordinate all the as questions that we need to be able to and also other panels, you mentioned here, the materials of battery storage, we have also coordinated this process. I would like to thank the presence of Marcelo, of TCU. We have had a lot of interaction with TCU, especially with the RLCAP. And I would like to clarify, also, for the questions made, that we don't have to be able to answer these questions. And some questions that I may not be able to answer here directly, or not have the knowledge to answer, even by the position of the Ministry that we have. there, stay at this case, for us to be able to I would like to discuss this in another forum or in some questions. I would like to make a presentation that I brought, even because some things that are in the presentation will help me answer questions. And, for this, I would like to project the presentation and then we... I will start my presentation here. Thank you. I'll be in the way to get it easier. I will. It's better to be here. I should care. Thank you. Thank you. Tom. I'll share my screen. I think you're... - Oh. Yes. Thank you. Yes. - mission. Thank you. Thank you. Thank you. Thank you. - Okay. Post, post, post, post, post. So, I'll talk a little bit about our process here The planning of the energy energy, the planning of the energy energy, it starts with long-term studies. We have a national plan of energy energy, which is a long time. This plan gives a indication of what we expect for the next year. And in the strategy of short and medium-term, we have a vision of 10 years, which in this case we have approved today the PDE 2034 and the PDE 2035, which is our plan of decennial, is in approval in the public consultation. And from these indications, we have the regulars, which is the instrument that we have in the Brazilian electric sector, to make the electric sector. both for energy and power. Until 2021, we were focused on energy. In 2021, we had the first leilong for the potential contract. We worked since 2021, just to do this second and third contract contract. And why did we do that? Directly, we have a need for the study to contract power, Daniel Forte talked about the issue of the studies, what we would be contratting. And there we have, since 2015, No PDE 2035, it's already a necessity for 2026, we have indicated it on this plan, and a crescente necessity of potential year-to-year. So, this is not exactly the demand that goes to the contract of the leilong, but it gives a indication of what we need, if we need to do or not, to do the leilongs to do the superpotential. And, the same operator of the electric sector, and putting in their energy plan, the need for the potential of power. Also, a very important challenge was the contract and the future of the thermoelectric. These thermoelectric were removed, especially from the program, because these machines were not fixed. was finished, and we have this challenge, not only now with RLCAP, but also for the future, to use until 2035 with this contract, that is has been indicated in the Brazilian plan. that. Another challenge we have faced is the flexibility. With the entry of intermittent sources, which help a lot in energy, and also with MMGD, a greater flexibility for the machines to guarantee this balance between the offer and demand in real time. . Some events that we have, for example, that happen, are that we have a ramp very large at the end of the day, and these machines, both thermoelectric and hydroelectric, that were contratated in the Leilão, can help this as a flexibility, just because in this slide we put some flexibility requirements more apertable for these units. Today, if you look at the operational operation, the PMO, We have usinas that are until 160 hours of minimum operation, which is called the T-on, and we exigimos, at the maximum, technology. In this case, the less flexible would be 18 hours. So we have improved this flexibility, especially in terms of contract in the electrical system, with these resources of reserve capacity that contract power. Who knows, in the future, we will be able to study and also have a contract only for flexibility. In the question of flexibility, we have the batteries, I will talk a little bit more briefly. after it is also a technology that ends and putting a lot of flexibility in the system because of their response very quickly. So, this is a matrix that we have today of reference, and we see a diminution of hydrolysis, particularly the hydrolysis. We have, we have, we have, 80% of our matrix galgated hydrolysis. That's it. I'll go on a little. Sure. I think I should respond to that. So, so. Okay. Thank you. Thank you. Okay, I'll accelerate a little. Okay, let's go. After my presentation, if I want to ask directly, we will... by colocan. Okay, good. Let's go. And these units, in this case, they have these thermoelectric and hydroelectric units, they have the expansion of renewables to offer potential and flexibility. and guarantee stability and reliability of the system, even with the high variability of solar and eólic. Passando aqui... Good afternoon. It's not working. That's all. So, the construction process of the Leilão, I'll talk a little bit about how it was. This construction process was from 2024. We made a public consultation of 160. Then we had a return of this, with the realization of two public consultations, the 194 and 195, to make the two reserve reserve capacity in 2025. This rite that we followed in this series. used in the first RLCAP, 2021, and also in the energy level, with a port of the system of the certame, and a posterior publication of the Edital da ANEL, also preceded by public consultation. So, all the process of the leilong passed by public consultations and listened to society in relation to its format and design. The EMPREDIMENTOS ELEGIVES, as we have the question of the termo-electric challenge, which was the contract. So, we put the possibility of the new and new entrepreneurs, but also the existent. And even because of the need of power that we have in the most short horizons, or in this year, in the next year, we needed these existing machines, just to be able to do this power. And as innovation, the participation of the amplification of hydroelectricity and the flexibility of these machines, to help a lot more consumer in relation to this. All along? I'll talk a little bit about the results. as I mentioned, has been mentioned, with a 19,5 GW of power in the two centers. The first one is a in relation to the product and participation. We had a very expressive contract, with 18,9 GW of power, to be delivered in the next year until 2031. And also, in the second level, a contract of 500 MW. - Sure. Here is an interesting data that we have, with the EPE, a division by states and regions of the contract. We have here, in the West, a contract with almost 10 GW, which gives about 40 billion dollars of investments previst. These investments previst, we take according to the próprio entrepreneur, in the registration list of the registration list, and the result of the registration list. In this case, it's also divided by the South and South, Central and West, and also almost 1 billion billion dollars in the North, of the proposed investments. For the states, in relation to the total investments, we have the highlight for Ceará, Sergipe, Paraná, Pernambuco, Rio de Janeiro, and some states also didn't have been informed about this investment, but we know that there is possibly some investment in retrofit, something, some movement in relation to this, and that this is then incorporated in the analysis of the Ministry, especially in relation to investments and employment generated. Thank you. Pass on here. And so, for the RLCAP, we have the question of RLCAP armazenamento. We also have two public consultations in relation to this leilong. The first in 2024, the second in 2025. The entry and operation we put in public consultation in August of 2028, for these employees. Our idea is to work a lot to viability this year. We have a very extensive agenda in the ministry, but this is a priority for us. We have put it, principalmente, in our conversations with the Abisai, which is here present, and with other employees. associations that are looking for us in relation to the armazenation. We have put especially for the technology of batteries, is close to the Brazilian people. We see that the battery is not a new one, something that is pilot in the world. And, particularly, we see the battery as a resource that can help us, and will help us, to be able to win the challenges of the operating sector. especially for the power of power, flexibility, and of course, we also see the evolution of the price of the battery in relation to the international experience. We see that the battery, which was said before, as something that would be a little more expensive, for a new technology, is now gaining more scale, and who knows, We work for this and have conviction that it will come here to Brazil as a candidate for us to be able to get the power. And then the armament And another thing is that we have to work with.
